There was a recurrence of Plague during the year, the deaths from the disease numbering 893. A statement of the measures at present adopted for the prevention and mitigation of Plague is appended to annexe 'A'.

The ophthalmic department of the Tung Wa Hospital is a new development due to the public-spirited initiative of Dr. G. M. Harston, a physician in private practice, who gives his time gratuitously to the department he has inaugurated. The Sanitary Board did not see its way to take any action on the representation to which Dr. Harston refers in his report, and the matter is perhaps somewhat outside their province. Trachoma, which may be described as a severe cold in the eyes, is, however, so prevalent among the Chinese and so extremely contagious that I consider it desirable to take special measures for the mitigation of the disease at any rate among children attending Government Schools, and for the instruction (through the native press) of the Chinese Public as to the necessity
